New CASA for York County Executive Director, Joe Miller
CASA for York County is excited to announce new executive director, Joe Miller. Joe is followed by former director Elizabeth Hain. Joe stated “my family is super important to me. I have 3 adopted sons, and they are the love of my life. Most of my interests are following my sons to their activities. I enjoy watching them participate in football, basketball, track & field, speech and drama.”
Joe holds a Bachelor of Arts in Education from Doane College specializing in Special Education and Physical Education. He has twelve years experience in teaching with eight years of special education. Prior to his new role as director for CASA, he was the Community Support Coordinator for Apace for two years.
What made Joe consider CASA? Miller stated “CASA has always had a soft spot in my heart, along with a desire to advocate for kids that may not have someone in their corner. I’m most excited to learn from and work with an amazing team of CASA advocates. I want to be the eyes and ears to provide advocacy to the children that need it.”
Ott awarded 2025 Heart of CASA Award
LeRoy Ott, of York, was presented the 2026 Heart of CASA Award by CASA for York County Executive Director Joe Miller and Volunteer Program Administrator Janae Rasmussen at the 2026 Volunteer Appreciation Banquet held Thursday, April 10, 2025 at the York Country Club.

Volunteer Program Administrator Janae attended was able to attend the “Speaking of Children” conference hosted by Project Harmony. At the conference, Janae met with Elizabeth Smart, one of the most well-known child abduction and abuse survivors. Elizabeth delivered a moving message about her time in captivity and expressed her gratitude for all of us working to advance child welfare causes.
